Whenever any equipment is found upon inspection to be operated in violation of this Code or in such condition or so installed that it cannot be operated in conformity with this Code, the Commissioner shall issue a written order to the person owning, operating or in control of such equipment, requiring the abatement of all violations of this Code and the correction of any condition which may result in a violation of this Code within the time limit set forth in such order such time limit not to exceed ninety days. Should the person to whom such order is issued fail to act upon such order within the time limit set forth therein or within a time limit extension granted by the Commissioner not to exceed sixty days, the Commissioner shall revoke any existing certificate of operation or seal such equipment for failure to comply with such order.
