The Board is charged with the duty of investigating, preventing, and abating causes of air pollution and enforcing the provisions of this chapter.  The Board may appoint or designate a person who shall perform and be responsible for such of the duties of the Board as set forth in this chapter as the Board may specify.  This person shall have the title Commissioner of Air Pollution Control.  In carrying out and enforcing the provisions of this chapter, the Board shall employ an Air Pollution Control Officer and other necessary personnel, as shall be provided for in the budget of the Board and approved by City Council, and shall be privileged to call upon any other City official and to receive from such official such advice and assistance as may be within the official’s respective powers and functions to render.
