SECTION 9-a. ALTERATION OF WORDS "FOUR MEMBERS".
   Wherever the words “by a vote of not less than all of the members elected to Council less two” appear in Section 8, 10 and 22 of the Charter of the City of Portsmouth, Ohio, adopted November 11, 1952, said words “by a vote of not less than all of the members elected to Council less two” shall be stricken therefrom and there shall be inserted in lieu thereof in each said sections the words, “by at least four affirmative votes of sworn members of Council”; and where the words “members elected” “elected to” appear in Section 9 of said Charter, said words shall be stricken therefrom and there shall be inserted in lieu thereof the words, “sworn members” “sworn members of”; and where the words “all of the members elected to Council less two of the Council” appear in Section 12 of said Charter said words shall be stricken therefrom and there shall be inserted in lieu thereof the words “by at least for sworn members of Council”; and where the words “by an affirmative vote of at least all of the members elected to Council less two (of the Council)” appearing Section 137, 140 and 166 of said Charter, said words shall be stricken therefrom and there shall be inserted in lieu thereof the words, “by at least four affirmative votes of sworn members of Council.
