A register of all persons in the plumbing business shall be maintained by the City Engineering Department. Any person engaged in or intending to engage in the plumbing business shall make application to have his name placed on the register and shall submit with such application a fee of thirty dollars ($30.00). The registration provision of this section shall apply as of October 1, 1961, and annually on each January 1st thereafter.
