EDITOR'S NOTES:
   (a)   This Housing Code replaces and effectively repeals any prior housing code in effect in the city. All ordinances or parts of ordinances of the City, in conflict with any regulation, provision, amendment or supplement of this Housing Code are, to the extent of such conflict, hereby repealed.
   (b)   Changes in the Housing Code adopted by City Council shall, where proper, thereafter give the property owner the benefit of any such revised or new standards of maintenance.
   (c)   All Building Department and Code Enforcement personnel shall, at all times, treat members of the public with courtesy and respect.
   (d)   Except in cases of emergency, no Housing or Code Enforcement inspector shall enter an inhabited dwelling unit for purposes of inspection without either the consent of the owner or a search warrant.
   (e)   To the greatest extent possible, inspections shall be consistent and uniform in application throughout the City.
   (f)   All reasonable efforts shall be made to resolve disputes between property owners and the City prior to the time that court action is instituted by the City based on Housing Code violations.
   (g)   Council states its continued full support for the inspection program now in effect based upon firm, but fair, application of the Housing Code, and agrees to continue to monitor both the Code and its enforcement to ensure the Code's necessary and worthwhile purposes are fulfilled.
