It is hereby determined and declared to be necessary to the protection of the public health, safety and welfare to extend the City's sanitary sewerage system, from time to time, as Council may deem necessary, to operate such sewerage system, as extended, as a public utility, to issue first mortgage sewerage system and disposal plant revenue bonds to pay the cost of such extension and improvements, and to fix rates and charges upon all lots, lands and premises served by having connections with such sewerage system.
