923.01 TAPPING; DISCRETION OF CITY ENGINEER.
   Any person desiring to tap into a storm sewer in the City shall make application in writing to the City Engineer for permission to do so, specifying the property for which such tapping is desired and the point at which such tapping is to be made, with a description of the property to be drained. The City Engineer shall thereupon examine into the advisability of granting such permission and may, if he deems it advisable, grant any such person permission to tap in accordance with the prayer of this application, or may grant such permission to tap under different conditions from those set forth in the application if he deems it for the best. All such tapping shall be done under the direction, and to the satisfaction of the City Engineer and Building Official and in accordance with City of Portsmouth Storm Water Regulations on file in the City Engineering Office, and wholly at the expense of the party making such tap.
