All moneys received under the provisions of Section 903.03 as deposits shall be paid to the City Auditor and credited to a fund known as the Street Construction, Maintenance and Repair Fund, and the cost of restoring streets, alleys, sidewalks or public ways after such openings have been made and the backfilling has been satisfactorily completed by the party making the opening, shall be paid by the Auditor out of such Fund upon the presentation of the proper voucher of payroll signed according to law.
