903.03 OPENINGS BY PUBLIC UTILITY CORPORATIONS.
   Where a public utility corporation is authorized by special agreement with the City to do its own restoration work in connection with the opening of streets for maintenance and construction work, the required deposit shall be sufficient to cover inspection costs. If, however, in any case the restoration is to be made by the City, the deposit shall be increased accordingly. Any such public utility corporation shall be permitted to maintain with the City Auditor a general deposit account, to be replenished from time to time, against which permits may be issued. No permit shall be issued when the net unencumbered balance is less than the amount necessary to cover the estimated City costs for inspection and restoration if the same should be required.
