(A) The City Planning and Zoning Board shall comprise seven members, all of whom shall be residents of the city. The members shall be appointed by the City Commissioner as provided in § 32.016. The members shall be selected for their outstanding and unselfish interest in civic affairs.
(B) Two members of the Planning and Zoning Commission shall serve three years and two for two years and three for one year; and the term of office of each being determined by lot at the first meeting. Vacancies shall be filled by appointment by the City Commission for the unexpired term. Where the unexpired term is less than one year, the selected member shall be allowed a full year.
(C) A member may be removed at any time by a majority vote of the City Commission. A member shall serve without pay.
