§ 157.061 BILLBOARD SIGNS.
   It shall be unlawful to erect any billboard sign within the corporate limits of or within the extraterritorial jurisdiction of the city except:
   (A)   A billboard sign concerning scenic or historic attractions; and
   (B)   A billboard sign erected by a governmental agency.
