§ 119.14 DUTIES AND POWERS OF INSPECTOR.
   The City Plumbing Inspector and his or her assistants are hereby authorized and empowered:
   (A)   To supervise all house piping, appliances, fixtures and apparatus, whether now or hereafter installed, placed in, or any manner connected, in buildings and structures of every character, in the city;
   (B)   To supervise the installation, construction, alteration and repair thereof, and to see that all the rules and regulations of the city with respect thereto are properly complied with;
   (C)   To inspect and re-inspect all house piping, appliances, fixtures and apparatus and the installation, construction, alteration or repair thereof;
   (D)   The City Plumbing Inspector and his or her assistants shall be subject to the order and direction of the City Commission and are hereby vested with full authority to enter any structure or premises, either public or private, at any time in the discharge of their duties, and to pass upon and decide any question arising under the provisions of this subchapter relating to any house piping, appliance, fixtures or apparatus or installation or repair thereof, or relative to the materials used therein, whether the same being in the original construction and erection or in any alteration or repair thereof; and
   (E)   The City Plumbing Inspector is authorized to shut off all gas service in residences or business houses in the city where in his or her judgment the house piping or appliances are unsafe. The gas will remain shut off until a time as if the unsafe conditions are corrected by the property owner or the fitter installing same, and a certificate of inspection issued by the City Plumbing Inspector and copy thereof furnished to the gas company, after which the gas company may restore the service.
