§ 116.14 CRUISING PROHIBITED.
   (A)   No taxicab, limousine or shuttle bus driver shall cruise in search of passengers at any time.
   (B)   A taxicab may stop and pick up a passenger after being flagged down by the passenger if, and only if, the taxicab may stop where safe for the passenger and giving consideration to the volume of traffic at the location. A shuttle bus may stop and pick up passengers at scheduled stops only. A limousine may pick up and discharge passengers only at the points indicated in the contract between the limousine owner and the passenger.
   (C)   An unoccupied taxicab is permitted to do the following which will not be deemed to constitute cruising:
      (1)   Proceed to answer a telephone call for taxicab service from an intended passenger; or
      (2)   Proceed to the available taxicab stand nearest the place of discharge of the last passenger.
   (D)   Notwithstanding the prohibition against parking set forth in § 116.13 above, the Inspector of Taxicabs, after consultation with and approval by the City Manager, may designate areas within the city that may be used for taxi and shuttle bus parking at times during which high demand for taxi and shuttle bus service is anticipated. The areas shall be determined by the Inspector of Taxicabs in his or her discretion, and if the area is located on private property the Inspector shall attempt to arrange a designated area with the property owner or occupier. In the event a designated area is allowed by the property owner, the area may, in the discretion of the Inspector of Taxicabs, be made available to all taxicab and shuttle bus vehicles licensed under this chapter without preference to the taxicab and shuttle bus owner or taxicab or shuttle bus driver.
