(A) All taxicab, limousine and shuttle bus owners licensed under the provisions of this chapter shall maintain an off-street taxicab stand to be located within the city limits or extraterritorial jurisdiction of the Cities of Laguna Vista, Port Isabel or South Padre Island. The stand shall serve as the only location from which dispatching of taxicabs, limousines and shuttle buses shall be allowed. The stand shall provide adequate office space and facilities, a restroom facility, an area for at least two persons to wait for taxicab service, and vehicle parking places equal to or greater than the total number of licensed taxicabs, limousines and shuttle buses operated by the taxicab, limousine and shuttle bus owner within the city.
(B) The location of taxicab, limousine and shuttle bus stands must comply with the code of ordinances of the city, and must not adversely affect neighboring properties. Each stand shall be inspected by the Inspector of Taxicabs for compliance with the terms of this chapter and the inspections will be conducted not less than two times in each calendar year.
(C) The use of any street, alley, sidewalk, public thoroughfare or public property wherever situated within the city as a taxicab stand, or as a place of business for owners or operators of taxicabs, limousines and shuttle buses to receive calls for service or from which to dispatch taxicabs, limousines and shuttle buses or a place to assemble or habitually park taxicabs when awaiting calls for service, is prohibited and declared unlawful. Similar use of private property by taxicab, limousine and shuttle bus operators is prohibited despite the consent of the property owner to the use.
