§ 111.12 TIME, PLACE AND MANNER OF OPERATION.
   (A)   The carnival shall be allowed to operate between 10:00 a.m. and 10:00 p.m. No generators shall be allowed to operate after 10:30 p.m. and no music or other noise shall be created from the permitted location after 10:30 p.m.
   (B)   No application for a carnival shall be approved nor permitted if the nearest point of the proposed location is within 300 feet of a school, house of worship, funeral home, nursing home or residence.
   (C)   No employee of the carnival or other person shall reside overnight on the permitted location unless accommodations suitable for overnight living, such as recreational vehicles or trailers, are provided. No camping, lodging in tents or sleeping in vehicles shall be allowed.
   (D)   The permitted location and all surrounding property shall be cleaned for litter twice daily.
   (E)   No application for a carnival shall be approved nor permitted unless the proposed location shall have adequate off-street parking nor if the proposed location shall cause traffic congestion or a potential traffic hazard.
