In the event a boat, vessel or other watercraft shall sink from any cause and the position of the boat, vessel or other watercraft is such as to be an obstruction to the navigation of any of the navigable waters within the territorial limits of the city, it shall be unlawful for the person having charge of the vessel, master, owner or agent, to fail or refuse to raise and remove the same within 15 days from and after the receipt of notice from the City Secretary, requiring him or her to raise and remove the same, and every day the vessel remains unmoved after the receipt of the notice shall constitute a separate offense.
