(A) It shall be unlawful to operate any boat, vessel or other watercraft on the following described navigable waters within the territorial limits of the city at a speed in excess of three nautical miles (three knots) per hour/three and three-eighths mph or at a speed that would cause a wake of six or more inches:
(1) The part of the entrance channel extending from the city's Small Boat Harbor to the Laguna Madre lying between and extending from the Small Boat Harbor to the posts, buoys or other navigational aids marking the entrance to the channel;
(2) The Small Boat Harbor of the city;
(3) All of the navigable channels lying and being situated in the Modern Venice Subdivision of the city; and
(4) The part of the navigable channel extending from the city's Small Boat Harbor at its intersection with State Highway 100, southwesterly to its intersection with the city limits line of the city.
(B) Nothing herein shall be construed as prohibiting the operator of any boat, vessel or other watercraft from taking action, including excessive speed, necessary to avoid collision or injury to person or property.
