It shall be unlawful to deposit or cause or permit to be deposited, thrown, discharged or to escape into the waters of the Small Boat Harbor of the city or into any of the waters situated within the territorial limits of the city, any inflammable liquid, petroleum, petroleum products, coal, tar or any other carbonaceous material or substance, product or compound thereof, or bilge water, or any other element containing any of the materials or substances.
