It shall be unlawful to throw, discharge or deposit or permit to be thrown, discharged or deposited from or out of any vessel, barge or other watercraft of any kind into the waters of the Small Boat Harbor or in any of the navigable waters situated within the city, or upon the shores or banks thereof, or upon the wharves or dock of the city, any refuse, rubbish or unwholesome or decayed matter of any kind or any waste substance or material, or permit any materials of any kind to go into the waters of the city that would constitute an impediment or danger to navigation or a nuisance to health.
