(A) It shall be unlawful for any person to use or operate or cause to be used or operated, any mechanical or electrical device, machine, apparatus or instrument to intensify or to amplify or to reproduce the human voice, or any other sound, on any public right-of-way within the city, unless explicitly otherwise provided for and regulated by city ordinance.
(B) It shall be at all times unlawful for any person to permit or allow any musical instruments, phonograph, radio or other loud-speaking or noise-making device or attachment to be played or operated on any premises under his or her ownership, control or management, within the city in a manner and in volume as to be unreasonable, offensive or disturbing either to the public on the rights-of-way or to the owners or occupants of other premises in the vicinity.
