(A) If the owner or occupant of a premises does not remedy the unlawful property condition within seven days of the giving of notice of violation, the city may either:
(1) Remedy the condition itself; or
(2) Pay another person to remedy the condition.
(B) (1) The owner and occupant of the premises are jointly and severally liable for the expenses incurred by the city in remedying the unlawful property condition.
(2) In addition, the expenses incurred by the city shall be assessed against the premises as a lien.
