§ 93.11 OPENING AND CLOSING OF GRAVES.
   (A)   After the city has designated and/or marked the gravesite, the opening and closing of the grave shall be the sole responsibility of the person allowed or designated by the city to open and close graves.
   (B)   Any person who is retained to open and close graves shall be subject to the insurance and bonding requirements as the city has or may in the future establish for the contractors. The city reserves the right to designate a person who shall open and close graves and shall provide the equipment, furniture and tents necessary for burials and funerals.
   (C)   Any damage to gravesites or the cemetery done in the process of opening or closing of graves shall be the joint and several responsibility of the funeral director and the person retained to open and close the grave. Any damage must be repaired within five days.
   (D)   All persons engaged in opening and closing graves, placing markers or other funeral activity, shall be neat and shall not scatter materials or equipment over adjoining gravesites nor unnecessarily block walkways nor leave materials or equipment on the premises longer than required. After completion of work, all debris shall be removed and the ground and sod shall be restored to its original condition without delay.
   (E)   No material, equipment or other implements associated with funeral activity may be placed or stored in the cemetery until required for immediate use. No such materials may be placed or stored on adjacent or nearby properties without express permission of the city.
   (F)   The city reserves the right to stop all work of any nature whenever proper preparation has not been made; tools and machinery are insufficient, improper or defective; the work in progress is a threat to health or property; when a reasonable request of the city is disregarded; when work is not according to specifications; or when this chapter or the city's rules are being violated.
