§ 92.04 BEACH ACCESS AND DUNE PERMIT COMMITTEE.
   There is hereby established a Beach Access and Dune Permit Committee whose duties shall be to identify problems, develop solutions, goals and strategies, advise the City Commission concerning the city's Public Beach Access and Dune Protection Plan, and make recommendations to the City Commission concerning applications for dune protection permits and beachfront construction certificates. This committee shall consist of the City Manager, Building Official, City Attorney, a consulting engineer or other person familiar with shoreline building practices, and up to three additional city citizens to be selected by the City Manager. Citizen members shall represent the interests of the community including persons with special interest in environmental protection, conservation and enhancement of natural resources and public beach access. This Committee shall review dune protection permit and beachfront construction certificate applications and shall recommend their approval, approval with terms and conditions, or disapproval to the City Commission.
