In granting or denying a license, the Chief shall be guided by the terms of this chapter. In the event an application for license hereunder is disapproved by the Chief, the applicant shall have the right to appeal to the City Manager by filing written notice of appeal with the City Clerk within ten days from the date of written notification of the action. The City Manager shall review the action of the Chief and may impose certain conditions to the retention of the permit. In any event, the decision of the City Manager shall be final and nonappealable.
