§ 71.20 SPEED ZONE REGULATIONS.
   (A)   It shall be unlawful to drive any motor vehicle on any street of the city not under the jurisdiction of the state or the county, in an urban district, the areas being more fully described in Exhibit A which is attached hereto to Ordinances 455 and 456 and incorporated herein for all purposes as if fully set forth herein at this point, at a speed in excess of the speed designated in Exhibit A.
   (B)   The fact that the speed of a vehicle does not exceed the applicable maximum speed limits set forth herein does not, however, relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when traveling upon any narrow or winding roadway or when special hazards exist with respect to pedestrians or other traffic by reason of weather or highway conditions or any other cause; and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the highway in compliance with law, and the duty of all persons to use due care.
