The city shall have the right and privilege of shutting off the sewer service at any time, without notice, for any of the following causes, to-wit:
(A) For nonpayment of any amount due the city for sewer service;
(B) For interference with pipes or other appliances used in connection with the service thereto by the city; and
(C) For the violation of or noncompliance with any of the rules and regulations herein.
