§ 50.18 UNLAWFUL DUMPING.
   (A)   It shall be unlawful for a person to deposit garbage, rubbish, bulky waste, construction debris, hazardous waste or any other matter dangerous or offensive to public health in or upon any street, alley, sidewalk, park or other public place, or in or upon any drain, sewer, channel, bay, waterway or any other public or private waters of the city.
   (B)   It shall be unlawful for a person possessing or transporting garbage, rubbish, bulky waste or construction debris, hazardous waste or any other matter dangerous or offensive to public health to deposit any matter at or upon any public or private property within the city other than at a state-approved public landfill and only then with the consent of the landfill operator.
   (C)   It shall be unlawful for the owner or occupant of a premises to allow or permit the deposit of garbage, rubbish, bulky waste, construction debris, hazardous waste or any other matter dangerous or offensive to public health at or upon the premises, unless such be properly and lawfully placed for collection within the cart or bin provided for the premises.
