§ 50.06 DELINQUENT ACCOUNTS.
   (A)   A garbage service collection account shall be delinquent if not paid by the fifteenth day of the month in which it is mailed. A late fee in the amount of 10% shall be charged to all delinquent accounts. All delinquent accounts, not paid within 30 days after becoming delinquent, shall accrue interest in the amount of 10% per annum.
   (B)   In the event a garbage collection service account remains delinquent, in whole or in part, 60 days after becoming delinquent, garbage collection service shall be discontinued. In the event garbage collection service is discontinued to a premises, prior to reinstatement of service to the premises, the owner or occupant must:
      (1)   Reapply for service in writing on an application provided by the city;
      (2)   Pay all delinquent charges including late fees and interest;
      (3)   Pay a cart re-delivery fee in the amount set forth in the city's rates and regulations for garbage collection services; and
      (4)   Pay a deposit in an amount equal to two months garbage collection service for that type of account. If the account is maintained without a delinquency for 24 consecutive months or upon closure of the account without any amount due to the city, the deposit shall be refunded upon request by the owner or occupant.
