The owner and occupant of a premises are jointly and severally responsible for the payment of all charges on the city's account for garbage collection services provided to the premises. The owner and occupant shall be jointly and severally liable for the timely payment of the account including garbage collection fees, late fees, delinquent amounts and interest thereon, and costs and expenses incurred by the city in its efforts to collect the account if it be delinquent including costs of filing liens, collection agency charges, and collection and lien enforcement actions including attorney's fees and all costs of litigation.
