§ 50.03 DUTY TO OBTAIN GARBAGE COLLECTION SERVICE.
   The owner of a premises is responsible for and must obtain and maintain garbage collection service for the owned premises. Garbage collection services, if not already obtained by the owner, must be obtained by opening an account for the services with the city and must be maintained by payment for the services to the city. Every adult occupant of a premises is responsible for knowing whether or not the owner of the premises has obtained or is maintaining garbage collection service. In the event the owner has not obtained or is not maintaining garbage collection service for a premises, it shall be the responsibility and duty of every adult occupant of the premises to obtain and maintain garbage collection services for the premises by opening an account for the services with the city and maintaining an account by payment for the services to the city. An owner and occupant are not required to obtain garbage collection service from the city if they have obtained and are maintaining bin service for the premises with the city's authorized refuse collection contractor.
