"Personnel Policies and Procedures", copies of which are attached hereto by reference and maintained by the City Secretary, for all purposes is hereby officially adopted and approved, and where there exists a conflict between any of the ordinances contained in this code of ordinances and any of the "Personnel Policies and Procedures", the "Personnel Policies and Procedures" shall govern and prevail.
