The Director may determine that noxious weeds, weeds, brush, grass or other undesirable vegetation are growing on land, or that there is unkempt landscaping, including the excess overgrowth of trees, bushes, shrubbery, hedges, etc., the accumulation and growth of undesirable vegetation in gutters, or debris accumulated such as but not limited to seasonal leaves and fallen tree branches thus creating a fire hazard or a refuge and breeding place for rodents and other vermin, or creating a blighting, deteriorating and/or hazardous effect to the neighborhood, for which a notice has been issued pursuant to Section 557.24, which constitute a nuisance and/or endanger the public health, safety or welfare, and that the person having charge or care of the land has neglected or refused to comply with the notice. Thereupon the Director may cause such noxious weeds, weeds, brush, grass and other undesirable vegetation to be cut and destroyed, debris removed, and other nuisance to be abated, by use of City forces and equipment or by the hiring of private contractors to perform such task, together with any clean up work required, within the appropriations made by Council.
