(a) The Director shall cause written notice to be served once each growing season, March 1, through October 31 of each calendar year, upon the owners, lessees, tenants or other persons or entities having charge or care of land in the City, notifying him that noxious weeds, weeds, brush, grass or other undesirable vegetation are growing on such property and that they shall be cut, destroyed and removed from the property within five days after service of such notice and thereafter during the growing season with sufficient frequency to prevent such noxious weeds, weeds, brush, grass or other undesirable vegetation from exceeding six inches or maturing seeds thereon; or that the property has unkempt landscaping, undesirable vegetation in gutters, or the accumulation of debris such as seasonal leaves and fallen tree branches as specified in Section 557.23, which must be cleaned up and removed from the property within five days after service of such notice.
(b) Service of the notice may be made by certified mail, as listed in the County Auditor’s tax lists at the mailing address as shown on such tax lists; ordinary mail if the certified mail is refused or unclaimed; or by personal service, or by posting th Notice of Violation at the subject property for 72 hours. Only one notice to the property owner as provided in this section shall be necessary in any one growing season.
