§ 70.50 POLICE POWER DURING EMERGENCIES.
   (A)   The City Police Department is hereby empowered to make and enforce temporary regulations to cover emergencies.
   (B)   The city police are hereby authorized, empowered and ordered to exercise all powers and duties with relation to the management of street traffic and to direct, control, stop, restrict and regulate, temporarily divert or exclude, in the interest of public safety, health and convenience and when necessary, the movement of pedestrian, animal and vehicular traffic of every kind in streets, parks and on bridges. The driver of any vehicle shall stop upon the signal of any police officer.
