§ 70.04 CARELESS DRIVING.
   (A)   No person shall operate a vehicle on any highway, street or alley within the city in such a manner as to endanger the safety of others, disregard the property of others and/or cause immoderate wear and damage to any street or alley in the city.
   (B)   Any person so operating a motor vehicle within the city limits shall be deemed guilty of careless driving. It shall be prima facie evidence that a person has operated a motor vehicle in such a careless manner if he or she has operated such vehicle in a manner contrary to the duly published rules and regulations of the Department of Roads of the state governing the use of state highways.
