The City Council has the power and authority to fix the rates to be paid by the customers of the Sewer Department. Rates shall be set by ordinance, and all such fees and rates shall be on file for public inspection at the office of the City Clerk. The City Clerk shall bill the consumers and collect all money receive by the city on the account of the Sewer Department.
