It shall be deemed a violation of this section for any person to dye or paint or possess, offer for sale, barter, or give away within the city any dyed, painted, or artificially-colored animal or fowl, including but not limited to, dogs, cats, rabbits, sea birds, and ducklings. One hundred dollars first offense, second offense $250.00 and the third a mandatory court appearance.
