Every person owning, keeping, harboring, or feeding any dog or cat within the city shall have the dog or cat vaccinated and tagged after the age of four months and such dog or cat shall be vaccinated annually by a licensed veterinarian for rabies. Failure to secure a rabies vaccination tag as required shall be deemed a violation of this section.
