(A) The City Attorney shall represent the interests of the city and act as Code Prosecutor when the violator is represented by counsel.
(B) The Code Prosecutor shall have prosecutorial discretion, including but not limited to the right to negotiate a plea with the violator, and present that plea to the Special Magistrate for approval, to recommend the disposition of a case to the Special Magistrate, and to decline to prosecute a case, similar to the discretion exercised by the State Attorney in criminal cases.
