   (B)   The City Commission shall let the contract for the improvement to the lowest best responsible bidder, but the Commission shall have the right to change or modify the improvement if it desires at this time, in which event it can direct all bidders to submit new bids within five days without further advertising. When a bid is accepted, the contractor shall not proceed with the work for a period of ten days, unless otherwise specified in the invitation to bid.
