The city shall have the power in connection with the issuance of bonds hereunder to appoint a fiscal agent or consultant and provide the powers, duties, functions, and compensation of the fiscal agent or consultant; and to provide a method for the resignation, removal, merger, or consolidation, and the appointment of a successor, and the transfer of rights and properties to the successor fiscal agent or consultant.
