From the effective date of this budget, the amount stated therein as the amount to be raised by property tax shall constitute a determination of the amount of the levy for the purposes of the city, in the corresponding tax year. A copy of the budget as finally adopted shall be certified by the City Manager and filed by him with the officer, Board, or Commission whose duty it shall be to levy taxes for the corresponding tax year.
