Nothing in this chapter shall prevent any absent elector returning to the city from voting in his precinct notwithstanding that he may have made application for an absent elector's ballot and it may have been mailed to him, provided that the elector has not voted the ballot and provided also that he returns the ballot if he received it to the City Clerk. The returned ballot shall be marked canceled by the City Clerk and placed in the regular box of other canceled ballots.
