§ 32.38 GENERAL SERVICES DEPARTMENT.
   There shall be a General Services Department, the head of which shall be the General Services Director who shall be appointed by the City Manager. The General Services Director shall have the power, and shall be required, to do the following.
   (A)   Contract for, purchase, store, and distribute all supplies, materials, and equipment required by any office, department, or agency of the city.
   (B)   Establish and enforce specifications with respect to supplies, materials, and equipment required by the city.
   (C)   Inspect, supervise, and centralize the inspection of all deliveries of supplies, materials, and equipment and determine their quality, quantity, and conformance with the specifications.
   (D)   Have charge of general storerooms and warehouses used for city supplies, equipment, and materials.
   (E)   Transfer to or between offices, departments, or agencies, or sell surplus, obsolete, or unused supplies, material, and equipment.
   (F)   Supervise the printing operation and facilities of the city.
   (G)   Develop methods and procedures for inventory control, including requisitioning, receiving, storing, issuing, and recording all supplies, materials, and equipment of the city, and any and all activities related thereto.
   (H)   Implement procedures for maintaining proper procurement records and providing appropriate procurement reports.
   (I)   Develop and implement methods and procurement procedures for circumstances which preclude competitive bidding and require the City Commission approval to waive competitive bidding requirements.
   (J)   Verify compliance with § 32.39, competitive bidding, as to all purchase orders and contracts issued by the Purchasing Division. Compliance shall be evidenced in writing by the General Services Director or designated alternate stating either that competitive bidding procedures have been complied with or that the procedures have been waived and stating the reasons for the waiver.
   (K)   Perform other related duties designated by the City Manager.
