(A) No person, firm, or corporation shall construct a driveway for vehicles or animals across the sidewalk in the city without having first obtained a permit therefor.
(B) Applications for such permits shall be made to the City Clerk and shall be accompanied by the fee required. No permit for construction of a driveway for commercial use, or for the habitual use of other than the owner or occupant of the premises served shall be issued except upon the order of the Council.
