§ 96.038 OPENINGS.
   It shall be unlawful to construct or maintain any opening or stairway in any public street or sidewalk or alley without a permit from the Council. All such lawfully maintained openings shall be guarded by a suitable strong cover or a railing to the approval of the Superintendent of Streets, Alleys, and Sidewalks. The fee for the issuance of the permit shall be $100. There shall be no refund of the $100 fee, which shall be submitted along with the application for such permit.
