The occupant of each and every tenement, building, or premises of the city fronting upon any street, or the owner of any unoccupied lot fronting upon any street, shall at all times keep the sidewalks in front of such tenement building or premises or lot free of encumbrance, and within the first six hours after daylight, after the ceasing to fall of any snow, shall cause the snow to be removed from the sidewalk.
