§ 77.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   OPERATE. To control the operation of a snowmobile.
   OPERATOR. A person who operates or is in actual control of a snowmobile.
   SNOWMOBILES. A self-propelled vehicle designed for travel on snow or ice in a natural terrain steered by wheels, skis, or runners.

§ 77.02 REGULATIONS.
   It is unlawful for any person to operate a snowmobile under the following circumstances:
   (A)   On private property of another without the express permission to do so by the owner or occupant of the property;
   (B)   On public school grounds, park property, playgrounds and recreational areas without express provision or permission to do so by the proper public authority;
   (C)   In a manner so as to create loud, unnecessary or unusual noise so as to disturb or interfere with the peace and quiet of other persons;
   (D)   In a careless, reckless or negligent manner so as to endanger the safety of any person or the property of any other person;
   (E)   Without having such snowmobile registered as provided for by statute;
   (F)   Upon any right-of-way or any public street or alley within the city except on the following streets:
      (1)   Union Street;
      (2)   Oregon Street;
      (3)   Green Street from Oregon Street to Colden Street west to first alley in the 100 block of East Colden then north through the alley to the first (south) city parking lot,
      (4)   Lincoln Ave., Wilson Road and Maple Ave. from Oregon St.;
      (5)   Oregon St. to Buffalo St.;
      (6)   Buffalo St. from Maple Ave. to Green St.;
      (7)   Green Ave. east on Buffalo St. to Jefferson Ave.;
      (8)   North on Jefferson Ave. to the city limits;
      (9)   North Congress Ave. from Buffalo St. to the alley running east and west between Mason St. and Locust Streets; and
      (10)    The alley east and west between Mason St. and Locust St. from Congress Ave. to Franklin Ave.
   (G) Operators who are residents of the city shall be allowed to ride upon any of the public streets or alleys which allows them the most direct access to and from the street described in divisions (F)(7) and (F)(8);
   (H)   No snowmobile shall be operated in the city except between the following hours, local time:
      (1)   Sunday: 12:00 noon and 12:00 midnight;
      (2)   Monday through Thursday: 6:00 a.m. to 12:00 midnight; and
      (3)   Friday, Saturday and holidays (excluding Sundays): 6:00 a.m. to 12:00 midnight;
   (I)   In excess of 15 m.p.h.

§ 77.03 EQUIPMENT REQUIRED.
   All snowmobiles operated within the city shall have the following equipment:
   (A)   Mufflers which are properly attached and which reduce the noise of operation of the vehicle to the minimum noise necessary for operating the vehicle and no person shall use a muffler cutout, bypass or similar device on the vehicle.
   (B)   Adequate brakes in good working condition and at least one headlight and one taillight.

§ 77.04 UNATTENDED VEHICLES.
   It is unlawful for the owner or operator to leave or allow a snowmobile to be or remain unattended on public property while the motor is running or with the keys for starting the vehicle left in the ignition.
