(A) There is created the position of Operator of the Waterworks and Sewerage System Department, an executive office in the city. He/she shall be appointed by the Mayor by and with the advice and consent of the City Council.
(B) He shall see to the operation of and have charge of the running and repair of the municipal water works. He/she shall also extend water mains as required from time to time. He/she is empowered to enforce all city ordinances relating to the installation, care and standards of the water system.
