§ 52.090 WATER SERVICE RATES.
   (A)   Definition. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      MULTIPLE UNIT USER. Residential, commercial or combination commercial and residential buildings that have more than one unit located on the same premises and are being served through a single water meter (e.g., apartment buildings, trailer courts, and commercial and residential units located within the same building). MULTIPLE UNIT USER does not include nursing homes, assisted living facilities or schools.
      UNIT. A place of business or living accommodations for one family.
   (B)   Water rates per month within the corporate boundaries:
      (1)   For all single meter users of the waterworks system, the following water rates shall apply:
         (a)   A flat minimum rate of $16.00 per meter for each monthly period, this flat rate entitling each meter user to 165 cubic feet of water per monthly period. A flat rate monthly charge for non-metered users is $33.50 per month for residential or domestic use only and is calculated based on a usage of 665 cubic feet per month.
         (b)   For water used each monthly period in excess of 165 cubic feet, meter users shall pay an additional $3.50 for each 100 cubic feet of water used. The meter reading shall be to the nearest cubic foot of water used.
      (2)   For each multiple unit user of the waterworks system being served through a single meter, the following water rates shall apply:
         (a)   A flat minimum rate of $16.00 per month shall be applied to each unit in a multiple unit user served through a single meter. By way of example, the calculation for the minimum charge for a four-unit apartment building is as follows: ($16.00/unit)(four units) = $64.00.
         (b)   1.   For water used each monthly period in excess of 165 cubic feet per unit in a multiple unit use, meter users shall pay an additional $3.50 for each 100 cubic feet of water used. The meter reading shall be to the nearest cubic foot of water used. By way of example, the usage in excess of 165 cubic feet per unit is calculated as follows for a four-unit apartment building with a single water meter: [Usage in cubic feet - (165 cubic feet/unit)(four units)] x $3.50/100 cubic feet.
            2.   If the month’s usage does not exceed 165 cubic feet per unit, only the flat minimum rate shall apply.
            3.   The multiple unit user status shall only be permitted for existing circumstances and nothing herein shall be construed to permit future multiple unit user situations. (See § 52.045).
   (C)   Water rates outside the corporate limits. Each user of the water service of the city located outside the corporate limits shall have 50% added to the bill for the type of service as set out above.
   (D)   Water hookup and usage rates for water purchased in bulk. A hookup fee of $25 per day, or $50 per calendar year shall be charged. Also, and in addition to the hookup fee, there shall be charged a usage fee of $6.00 per 100 cubic feet of water.
